The core idea is they need to spend down time to maintain their stat boost. I’m not sure if the time line of 1 week of missed practice negating 15 weeks of work is quite right, but you can just change around the numbers. When they get an asi they can lock in that boost by the normal means of just increasing STR. Failing to do so would remove 1 of the points gained from training. Every week they need to spend 3 days of downtime to maintain that increased strength. The ability score they train for they have to spend 1 day of downtime per week to maintain that increase.
